Welcome to a new Legislative Day in the Senate of the Federal Republic of Nigeria! Senate President, Ahmad Lawan PhD, CON led the Principal Officers into the chambers; took the official prayers; and began the day’s proceedings at 10:34am. EXECUTIVE SESSION Senate moved into an Executive Session at 10:35am and resumed from its Executive Session at 11:01am. Senate President, Ahmad Lawan PhD, CON reported that at the Executive Session the Senate deliberated on the issues bordering on workings of the Nigerian Senate in particular and the National Assembly in general. ‪Senator Yahaya Oloriegbe‬ ‪moved for the approval of votes and proceedings of Thursday, 13th February 2020. Senator Chukwuka Utazi seconded.‬ PRESENTATION OF BILLS- First Reading 1. 1999 Constitution of the Federal Republic of Nigeria (Alteration) Bill, 2020 (SB. 318) by Senator Ovie Omo-Agege. 1999 Constitution of the Federal Republic of Nigeria (Alteration) Bill, 2020 (SB. 318) was read the First Time. 2. Investment Assurances Bill, 2020 (SB. 110) by Senator Stella Oduah. Investment Assurances Bill, 2020 (SB. 110) was read the First Time. 3. Bankruptcy and Insolvency Act CAP B2 LFN 2004 (Repeal & Re-enactment) Bill, 2020 (SB. 330) by Senator Biodun Olujimi. Bankruptcy and Insolvency Act CAP B2 LFN 2004 (Repeal & Re-enactment) Bill, 2020 (SB. 330) was read the First Time. 4. PRESENTATION AND CONSIDERATION OF A REPORT 1. Report of the Committee on Aviation on the confirmation of the nomination of Captain Musa Shuaibu Nuhu for appointment as the Director General of the Nigerian Civil Aviation Authority (NCAA) by Senator Smart Adeyemi. Senator Ibrahim Gobir seconded that the Senate do receive and consider the report of the Committee on Aviation on the confirmation of the nomination of Captain Musa Shuaibu Nuhu for appointment as the Director General of the Nigerian Civil Aviation Authority (NCAA). Senator Smart Adeyemi laid and presented the report. COMMITTEE OF THE WHOLE Senate dissolved into the Committee of the Whole for the confirmation of the nomination of Captain Musa Shuaibu Nuhu for appointment as the Director General of the Nigerian Civil Aviation Authority (NCAA). Senate reverted to plenary and reported progress. The nomination of Captain Musa Shuaibu Nuhu was confirmed as the Director General of the Nigerian Civil Aviation Authority (NCAA). “Congratulations to the confirmed Director General.”- Senate President, Ahmad Lawan PhD, CON. CONSIDERATION OF BILLS- Second Reading 1. A Bill for an Act to establish the Federal College of Forestry Technology and Research, Birnin Gwari, Kaduna State to provide full time courses in forestry technology, preservation, development and other fields of studies and to make provisions for the general administration of the college and for other related matters there with, 2020 (SB. 201) by Senator Uba Sani. “This Bill is a very useful Bill. I second this and urge everyone to support this Bill in order to establish this federal forestry.”- Senator Danjuma Laah. “There are lots of benefit that comes with the conservation of forestry and I think we should do this. I rise to support this Bill in its totality.”- Senator Sani Musa. “I rise to support that this Bill be read the second time.”- Senator Istifanus Gyang. A Bill for an Act to establish the Federal College of Forestry Technology and Research, Birnin Gwari, Kaduna State to provide full time courses in forestry technology, preservation, development and other fields of studies and to make provisions for the general administration of the college and for other related matters there with, 2020 (SB. 201) was read the Second Time. Senate President, Ahmad Lawan PhD, CON referred the Bill to the Committee on Tertiary Institutions and TETFUND to report in four (4) weeks. 2. A Bill for an Act to establish the Federal University of Health Sciences, Otukpo, Benue State to make comprehensive provisions for its due management and administration and for matters connected therewith, 2020 (SB. 216) by Senator Abba Moro. “The President of the Federal Republic of Nigeria has graciously approved the university. What we are doing here is playing the legislative role for its establishment. The basis for the establishment of this university cannot be underscored and should be supported by all Nigerians.”- Senator Sandy Onor. “I also rise to support that this Bill be read a second time. This university is already in existence and we must find a way of doing things so that we go into grand new things in the Senate. I support this Bill and I am sure it is going to be a very useful university.”- Senator James Manager. “I want to add my voice and second this Bill.”- Senator Emmanuel Bwacha. “When this Bill was brought before the 8th Senate, I made my comment then as Senate Leader and I say the then sponsor of the Bill, Senator David Mark who presided over the 6th and 7th Senate not only brought a very important Bill but also served this National Assembly and country meritoriously. If there is anything we can do to show appreciation of service is to not waste time in passing the Bill. This is one Bill that deserves all our support.”- Senate President, Ahmad Lawan PhD, CON. A Bill for an Act to establish the Federal University of Health Sciences, Otukpo, Benue State to make comprehensive provisions for its due management and administration and for matters connected therewith, 2020 (SB. 216) was read the Second Time. Senate President, Ahmad Lawan PhD, CON referred the Bill to the Committee on Health to report in four (4) weeks. 3. A Bill for an Act to establish the Federal University of Medicine and Medical Sciences, Abeokuta Ogun State and for matters connected there with, 2020 (SB. 26) by Senator Ibikunle Amosun. “I rise to second this very important Bill.”- Senator Adamu Aliero. “I will like to congratulate the sponsor of this Bill. All the investment in infrastructure will be sustainable when we have a population that is educated.”- Senator Olubunmi Adetunmbi. “Specialized medical school is very important to our country. If we have this type of specialized school it will help our students and our country. By the time we have this specialized school in this country, it will help in taking people who have the potential of studying medicine. I am supporting this and urging my colleagues to support it.”- Senator Buhari Abdulfatai. “Having a specialized medical school will help in reducing annual medical trips by Nigerians. It will help our country in no small measures. If we have specialized institution for specific profession like medicine which is desirable. This should be the trends that we should be going with.”- Senator Smart Adeyemi. “This Bill will help bring about a university that will help train the manpower in personnel that will manage our health centers. In fact, we need more of this, not only one.”- Senator Barau Jibrin. “There is no better time for such Bill to come other than now. The Bill is timely and I support it wholeheartedly that the Bill be read a second time.”- Senator Micheal Nnachi. A Bill for an Act to establish the Federal University of Medicine and Medical Sciences, Abeokuta Ogun State and for matters connected there with, 2020 (SB. 26) was read the Second Time. Senate President, Ahmad Lawan PhD, CON referred the Bill to the Committee on Health to report in four (4) weeks. ADJOURNMENT Senate Leader moved that all items on the order paper be stood down to another legislative day to enable Senators attend the Ad-hoc Committee meeting on security.
